La situazione attuale e caratterizzata dal disagio occupazionale che non sta migliorando nei paesi avanzati.
Ai veri disoccupati ovvero statisticamente rilevati come tali, si aggiungono quelli che non cercano lavoro perché scoraggiati. A questi possono poi essere aggiunti i cosiddetti trattenuti e infine i sottoccupati che spesso vivono la propria occupazione con estrema precarietà.

Looking at this again I think it should be those who have been detained. Maintained is wrong, I now see. It could also be the detainees.
