This is from a report on using biomass as an energy source. I'm stuck on this particular phrase - my best attempt is "the demarcation of administrative jurisdictions", but I'm not entirely sure if that means anything... Any help, as ever, greatly appreciated!

Articolazione is one of those words which has a million translations and always takes me ages to decide on..... but I think in this case tho the Italian is extremely flowery, the issue is basically about red tape and you don't have to translate too literally....
