called upon by means of their very prestige and independence to enact a role of greater assurance

Explanation:
Assurance is somewhat between guarantee and secure, i.e. "You have my every assurance," meaning you have my guarantee. Role implies funzioni a little more than duty, although I think duty sounds much more natural than function. That being said, were I translating it, I would invert the whole thing as in English it always sounds better to me to say, "It's my role to assure..." rather the "the role of assurance." almeno secondo me...

supervisory functions

Explanation:
That's what it means.

For example:
"Advisory and *supervisory functions* of the Director General of Fair Trading
64A. (1) Before considering any rule—
(a) ....
(b) such as is mentioned in section 34(3A),
the Secretary of State shall send a copy of the proposed rule in question to the Director.
(2) The Director shall consider whether the rule in question would have, or would be likely to have, the effect of restricting, distorting or preventing competition to any significant extent.
(3) When the Director has completed his consideration he shall give such advice to the Secretary of State as he thinks fit."

Explanation:
svolgere ... elevate funzioni di garanzia

The word Safeguarding is definitely a better term for legal purposes than guarantee... I would definitely go for that.
