The politics of inefficiency obviously generates inefficient politics produced as Claire says by bungling politicians. The inference here is that the politicians are not be bungling anything at all, but are serving their own interests extremely efficiently: "... soprattutto perché questa iniziativa non prevede lucrosi appalti pubblici."

neutral  TrueBaller: James, I am not sure if it is the same thing. I think in this context your version slightly changes the connotation of the source terms. We are talking about inefficient policies and not the inefficiency of politics... at least., this is how I see it.
