'coastal highways' which 'the politics of inefficiency' has announced so many times and which.... .. has not yet succeeded in getting off the ground It is rhetorical and it needs the inverted commas -------------------------------------------------- Note added at 1 hr (2007-02-01 16:53:50 GMT) -------------------------------------------------- The politics of inefficiency obviously generates inefficient politics produced as Claire says by bungling politicians.
