agree  writeaway: or did not. don't think the present progressive really works here/it's a report of what happened. but it won't really matter. at least asker is now on the right track. verb tense is the least of his worries

agree  CristianaC: this is closer to the original meaning- reading out the annexes is mandatory - so this is an exemption or waiver - rather than " do not require"
