I think the meaning here is that the tenant must reimburse the landlord for:

1) the service charges for the building (spese condominiali)
2) the services for the entire building complex (spese supercondominiali), i.e. charges shared by all the buildings within the complex, park, development or whatever
3) costs incurred by the tenant him/her/itself - poss. extra/optional services used by the tenant - I think that "di pertinenza" means belonging/pertaining to in this case
