neutral  philgoddard: No, I think "valore" means "price" here. Otherwise, how could the best bid be the one with the worst value?

  -> That's interesting. The Italian I quote reads: Al rialzo”: quando l’offerta migliore è quella che presenta il *valore più elevato*. I was sure this was a US-type' BVP - best(-)value procurement scenario. PS I forgot to delete the 'highest-bidder' refs.
