Si tratta del divieto di circolare in Italia con un’auto immatricolata all'estero da parte di un soggetto residente da più di 60 giorni.

Art. 93, comma 1-bis della Codice stradale:
Salvo quanto previsto dal comma 1-ter, è vietato, a chi ha stabilito la residenza in Italia da oltre sessanta giorni, circolare con un veicolo immatricolato all’estero.
Dall art. 93 comma 1-ter:
"a bordo del veicolo [concesso in leasing o in locazione da parte di un’impresa costituita in un altro Stato membro, o concesso in comodato a un soggetto residente in Italia e legato ... con un’impresa costituita in un altro Stato membro] deve essere custodito un documento, sottoscritto dall’intestatario e recante data certa, dal quale risultino il titolo e la durata della disponibilità del veicolo.

In mancanza di tale documento, la _disponibilità del veicolo si considera in capo al conducente_."

Fino all'ultima frase, ho letto la "disponibilità" più o meno come "utilizzo", ma non riesco a capire quest'ultima parte. Anche una spiegazione sarebbe utilissimo! (In effetti, sto traducendo all'estone, ma un forum italiano-estone è purtroppo inesistente.)
