Can anyone help with the legal term "espropriazione ablatoria" in the following sentence taken from a legal thesis: "si tratta di verificare fino a che punto il legislatore possa fissare limiti alla proprietà senza provocare quella compressione del suo contenuto ritenuta eccessiva dalla Corte costituzionale in varie sentenze degli anni ‘70, tale cioè da configurare un’espropriazione sostanziale sia pure non ablatoria". Explanation:
I agree with Phil G. about trying to translate the whole phrase, so think a US Am. variation of condemnation or eminent domain ought to contrast with the BrE compulsory purchase scheme.

The EU ref. suggests, though, that this is not about a public requisitioning of private land or interest but a general confiscatory process
