This comes from articles (passim) in Il Sole 24 Ore on the current discussions in the Italian Parliament on the 2018 budget (Dl fiscale).

I understand this technical phrase to mean giving extra time and/or instalments to taxpayers who have outstanding tax liability debts. 'Definizione' in this context means 'settlement' and 'agevolata' means 'facilitated', 'made easy'. I imagine there is a precise technical term in English tax law but I do not know it.

Any suggestions?

The HMRC also have a 'payment arrangement' scheme, where the 'arrangement' is contractually binding. I would assume the 'definizione agevolata' is also binding.
