1- raggiungere nel senso di arrivare a (un partner con grandi capacità comunicative)

2- raggiungere nel senso di attirare/conquistare (un partner con grandi capacità commerciali/di marketing)

dipende dal contesto più ampio...

...il fascino della lingua italiana!!
