I understand the meaning of the verb in a general context.
However I have come across "clienti da stornare...", and no statement, payment or costs are involved, therefore written off, charged off, etc is not what I'm after.

"In merito all'addebito di aver partecipato ad un incontro frnalizzato ad individuare clienti da
stornare e valutatori da far confluire in orgartizzazioni concorrenti, l'addebito...".

(Here l'addebito is what the employee is being charged with).

Clients you would take along with you when you switch to the competition (e.g. unfair competition).
