I am translating the substance of an interview with the musical director of the Sistine Chapel. He is discussing the connection between tradition and modernity in relation to making liturgical music more relevant to people today. In this part he is talking about the processes that the Church is setting up following the suggestions of the Second Vatican Council. This is the following line which I'm having trouble working out, particularly the part in speech, does the 'una volta' mean 'once upon a time'? Lamenting traditions lost etc.

"In sostanza si sono avviati dei processi, che qualcuno magari non apprezzerà, lamentandosi ‘Perché una volta, una volta…’"

And this is the surrounding context:

In Italia la Conferenza Episcopale, da questo punto di vista, ha avviato da tempo un massiccio ed importante lavoro culturale, anche con la codificazione di un repertorio nazionale di canti. In sostanza si sono avviati dei processi, che qualcuno magari non apprezzerà, lamentandosi ‘Perché una volta, una volta…’. Se guardiamo la storia, anche il Concilio di Trento avviò dei processi e noi conosciamo chi, subito, in questi processi entrò: Giovanni Pierluigi da Palestrina. In quel momento la Cappella Sistina fu la prima grande realizzatrice del Concilio tridentino, con l’intelligibilità del testo; però prima che la riforma liturgica entrasse in tutto il contesto ecclesiale sono passati tanti anni.
