Italian term or phrase: copertista
I don't have much context here as this is simply one of the entries in a list of people who work on the boats sent out by the navy to rescue migrants. Other names on the list include: Leading Seaman, Rescue Swimmer, even Cook!

I have found no definitions in English, but a few job ads in Italian, one of which seeking a copertista with the following duties: montaggio di attrezzature di coperta come verricelli, bitte, vetri a scafo, tienitibene, corrimano, etc.

So I suppose it would be someone who assembles things on a boat but have no idea if a specific term exists in English.
