Italian term or phrase: ragazze madri
"All’interno del condominio, suddiviso in due corpi di fabbrica, trovano sede quattro comunità alloggio (per disabili intellettivi, per malati terminali, per anziani non completamente autosufficienti, per ragazze madri)"

I know exactly what they are, but can't for the life of me think of a term in use in English (when I worked in social services in the Uk years ago there were no hostels for these and those that there were either brought up the baby with mum and dad in their families or the babies were taken into care or adopted).
Anything better than "single juvenile mothers"?

It is such a widespread problem that "single" is implied.

Jim, I thought about it a bit more. Clearly the term ragazza itself implies that the person is a young woman, otherwise it would say donne...but perhaps you may wish to also consider

single mothers with limited resources (or limited income, limited means of support), which is also used here
and may be more "politically correct". I would think that the vast majority of the women in need of the services provided by a shelter may be, as you say "juvenile", but I thought to throw this out there for you..just in case
