This could well be "measured probability", but I doubt it in this case simply because it seems improbable that anybody would actually measure this. You would actually have to observe and count the number of times a person attended mass, make a roll call for each mass. The other interpretation is that the conducted a socialogical survey (one of the main tools of investigation used by sociologists) and interviewed people asking them how many times they attended mass. They would then be asked to actually declare this. "So you attend mass 3 times a month, is that correct?" "Yes it is.". In this interpretation the rilievo and the declarazione are closely connected. However, only more context or the author can disambiguate this. I have a degree in experimental psychology and have translated for sociologists for over twenty years.

Explanation:
i prefer likelihood for the same reasons that i don't agree that you can measure p. Equally it seems difficult to 'declare' what is in essence a mathematical tool. Hope this helps and doesn't simply confuse matters.
I would not translate rilevata unless it is clear from other parts of the text that it is a different measurement than the declaration itself
