Here is the entire sentence: "L'Ente di Promozione Sportiva è presente sull'intero territorio nazionale con

valorizzare lo sport per tutti, partendo dalla fondamentale attività di base, attraverso una
promozione qualificata."

I'm having trouble understanding whether the promozione has to do with the idea of promoting involvement in sports or the promotion from one level to the next via a system of qualification. Make sense?
