How would you translate this?

il corrispettivo del trasporto si arrotonda in Euro al secondo decimale.

to the second decimal place would be a literal translation, but they sure can't mean they're rouding, for a thousands and potentially tens of thousands of dollars (or euro) transportation fee (on single or entire trainfuls of goods transport) that they're just rounding up to the nearest ten cents? Or can it? I'm uncertain.

That is definitely what they mean Peter. The price is rounded to the nearest eurocent.
The Italian cannot mean anything else and a quick Google shows that is the law. Why round off to a larger unit just because the figures are big?
