I wonder whether the original meaning might be: "where a delivery is difficult due to special circumstances". I can imagine for example, a factory that's hard to reach because it's in the mountains, or buried down a mine shaft. If the document is about costs of delivery, then perhaps the intention is that the supplier/customer could enter a 'virtual' distance - i.e. a distance that would equate to a cost of delivery which would be fair considering the additional difficulty. If that was the case, then perhaps you could say literally: 'virtual distances can be given'. It doesn't make a lot of sense in English, but I don't think it makes much sense in Italian either.

Italian specifications need not make any sense. It is an arcane, complicated and still in many ways medeval society. Here they are just saying something for the sake of saying something. It has no real bearing on anything. Basically, they are saying that time and distance calculations for shipment may not be reliable due to circumstances beyond their control. So, what else is new?
