Description of railroad tunnel construction. I would think that this referred to some sort of diversion or re-routing, but the inclusion of a velocity sort of messes up that idea. I also found a definition of "deviatoio" (same root) as "railroad switch," but again, don't see how the velocity fits in.

as you said yourself we are talking about a railroad switch where the track deviates from the main straight track. So the speed refers to the turnout speed as the train deviates as I understand it.

From wiki:

A switch generally has a straight "through" track (such as the main-line) and a diverging route. The handedness of the installation is described by the side that the diverging track leaves. Right-hand switches have a diverging path to the right of the straight track, when coming from the point blades, and a left-handed switch has the diverging track leaving to the opposite side.

An AREMA (American Railway Engineering and Maintenance of Way Association) design number 20 turnout has a diverging speed limit of 45 miles per hour (72.4 km/h)

here they list the turnout speeds:

1/18: 80 km/h (50 mph), used where either non-interruptible movement is required or the mainline diverges from the branch line
