L’analisi svolta dal gruppo di lavoro e condivisa praticamente all’unanimità dai presidenti ha mostrato la chiara necessità di dover aumentare l’efficienza delle forze di milizia rafforzandole ***con un impiego mirato a livello regionale*** di forze nuove professionali, gestite amministrativamente dal segretariato centrale ma attive a livello locale nelle regioni in cui operano le sezioni.

-> à noter que c'est cette association professionnelle qui définit ses sections comme "forces de milice" (il s'agit donc de l'éditorial d'un président d'association et pas d'un bulletin de l'armée!)

Je comprends où l'auteur veut en venir, mais je sèche sur une vraie bonne formulation en français!!
