Habe noch das hier als Erklärung gefunden:
Attività diretta ad impartire disposizioni per l'utilizzazione e l'esercizio coordinato degli impianti di produzione, della rete di trasmissione nazionale e dei servizi ausiliari, affidata in via esclusiva al Gestore della Rete di Trasmissione Nazionale (GRTN).

Vielleicht könnte man auch von koordinierter Versorgung sprechen? Wird allerdings oft im Versicherungsbereich verwendet, weniger für Energie.
Ganz klar ist mir das Konzept allerdings auch nicht. Handelt es sich nicht sogar eher um einen "exklusiven Vertrieb"?
