In construction industry, the developer needs to apply from the local council / authority for permission or approval to develop a piece of land. This is 開発許可申請。In some countries, the application is called Application for a Development Order. I suppose, to apply for an exemption is what 開発許可不要届け means.

Asker: Thank you so much for answering. I'm not so familiar with the construction industry which is making me very difficult. Another thing is that the people asking for my translations are not used to translating work at all. 「開発許可不要証明書の申請書」と思いますが、原文でも「証明書」は書かれていないので、上の訳で良いと思います。Form は別に入れなくても問題ないと思います。ニュージーランドでは不動産に関する市役所の許可にはconsent を使うので、上でもそれを使いましたが、approval や permit などでもかまわないでしょう。例えばカナダでは当局による開発認可にはpermit が好まれるようで、国により良く使われる用語が若干違うようです。
