I'm not sure what the exact difference is between saisei (再生) and kousei (更生), just that the latter was used on last night's financial news.

Corporate Reorganization Law


Explanation:
I saw Corporate Rehabilitation Law in the Japan Times yesterday, but, when I checked Google, I found that this was the (unofficial) translation for 会社更生法. This is separate from the new "fast track" Corporate Reorganization Law (民事再生法).

No, I don't know why the Japan Times capitalizes the former, but not the latter.
