Your proposed translation is extremely awkward and very literal. You need to rework this into natural English.

Explanation:
Normally written 自動再来受付器. Since E/M用　was given, I think it is pretty obvious. These machines remind me of the automatic check-in machines found in airports in the US. While translating a website and maps for an international hospital here in Japan, I was surprised to see that such a machine existed because I never saw one in the US. Then again, I try to avoid hospitals as much as I can. :-)

I think that us native English speakers may be getting tripped up by ポイント because we normally associate various cards with points. In the context explained above, I think that 空きポイント　means "available time" (for an appointment with a physician, etc.) My translation would be (直訳じゃないけれども): "In the event that an appointment time is not assigned, the ID card will not be released until one becomes available." What this means is that the system probably takes more time to search the hospital's database during busy times. Then again, it all boils down to context and we haven't been given much to work with here.

Can someone slap me in the face if I am way off on this? :-)
