Does anyone know an English translation for this term?? I believe it means something like 'turning the soil'.

I wonder if there is any intention in using this rather awkward Japanese expression. I would just say, 耕す.

Anyway, as there are a few different say it in Japanese, there are a few possibilities in English. Just because the original uses multriple words, I would probably say "break up the soil." I myself have't seen "till" used as it is very often. But the tool is called a tiller, and the action is tilling.
