混血乳幼孤児収容施設設立発起人会
An institution founded by Miki Sawada

Explanation:
A woman named Miki Sawada founded the Elizabeth Saunders house in Oiso, Japan. She did a great deal of fund-raising overseas as well as domestically. I wish I could tell you the name of the organization this refers to but maybe this will give you a few more search terms to hit. There are a great deal of dissertations on the subject, I'm sure the set English name is mentioned in one of these, ganbatte!
