| 集議 see web site Explanation: 唐代に於ける政治上の重要機關は三つあつた。曰く尚書省、曰く中書省、曰く門下省である。その中で中書省は天子の祕書官で、詔勅命令の案を立て、臣下の上奏に對して批答を與へることになつて居るが、この詔勅が確定するまでには門下省の同意を必要とする。門下省は封駁の權を有して、若し中書省の案文が不當と認むるときには、これを駁撃し、これを封還することも出來る。そこで中書と門下とが政事堂で協議して決定する事となる。尚書省はこの決定を受取つて執行する職務である。中書省は天子を代表し、門下省は官吏の輿論、即ち貴族の輿論を代表する形式になつて居るのではあるが、勿論、中書・門下・尚書三省ともに大官は皆貴族の出身であるので、貴族は天子の命令に絶對に服從したのではない。夫故に天子が臣下の上奏に對する批答なども、極めて友誼的で、決して命令的でない。然るに明清時代になりては、批答は全く從僕などに對すると同樣、ぞんざいな言葉遣ひで命令的となり、封駁の權は宋以後益々衰へ、明清に在りては殆んどなくなつた。 -------------------------------------------------- Note added at 1 day 12 hrs 45 mins (2005-11-17 01:04:42 GMT) -------------------------------------------------- 行政運営は、尚書・中書・門下の三省が中心となります。 中書省が詔勅の起案を行い、門下省がこれを審査し、帝の裁可を経て、尚書省の都省に回し、尚書省の六部がこれを執行します。また、下からの上奏は、尚書省が受理して、中書省が回答文案を作成し、門下省を経て、再び尚書省へ戻されます http://www.sol.dti.ne.jp/‾hiromi/kansei/r_china.html Reference: http://www.aozora.gr.jp/cards/000284/files/1736_4339.html |
