原文では「逆転」という言葉を使っていますが、ものごとが逆になったと考えるよりも、「期待に反した」とすべきではないでしょうか?つまり職を持って働いているひとの賃金が、生活保護支給金より低いのでは、ひとびとの通常の感覚(期待)に反するということを原文の著者は言いたいはずです。
つまりひとびとの常識に反するようなことがらがここに起きているということのはずです。

またこの場合の「現象」を「自然現象」とか「社会現象」と同じ「現象」と考えるのは少しかんがえものです。現象とは原因があって起きたもの、という含みがあるはず、ここの現象はそうではなく、現象は現象でも、偶発的にそんな結果が生まれているという違いがあります。

ですからここは日本語で、この著者が考えているように考えないで、英語で考えると「期待していなかったことがらがそこに生まれている」と、英語で発想するほうがよいと思います。

国が支給する生活保護費の支給額が、((結果的に))労働最低賃金で働いた場合より上回ったということで、unexpectedの解釈は間違っていないと思います。 または、'tail wagging the dog(本末転倒)'のことでしょうか?
