This was identified on another website as the Japanese national anthem, which I know it is not. I have only studied Japanese some time ago and a waka is outside my competence.
These are the online translations from google and yardex.

Life, tranquility of stone, strength of will, time is crisp, disability
Life and, stone stillness, strength of Will, time is Kakari, disability”

It is obvious that the waka means something on these lines:-

'Life means the stillness of stone, strength of will, with time in charge and disability.
