Here is another one I'm not sure about. The first xx is the prefecture. This one's for brokerage registration.

Explanation:
Firstly, KFB's own site puts simply "Finance Bureau" (no Local or Regional); secondly, most .go.jp sites list 財務局長 as Director-General rather than plain Director. Hence I'd put something like "Kinki Finance Bureau Director-General Brokerage Registration No. 12345". It's often used as a simple descriptor (see e.g. http://www.traderssec.com/ifa/ifa03.html, which also implies 'registration' might be preferable to 'license'), so I don't see any need to make it into flowing prose -- leave it as a stilted, formal title.

Just noticed that the same site translates
証券業登録番号 関東財務局長(証)第278号 [http://www.traderssec.com/about_trds/company/outline.html]
into
Securities Business License #278 by Kanto Financial Bureau [http://www.traderssec.com/e_traders/profile.html]
but I think that just shows they don't have a proper translator on their staff. ;-)

Some of the 財務局 go with "local" or "regional" in the title, and some don't. Who knows? Since the Kinki site doesn't have it as you note out I'll leave it out. Following the convention you mentioned in your second note, I'm going to go with "Brokerage License No. xxxx issued by the Kinki Financial Bureau."
