Bus/Financial - Investment / Securities /
Japanese term or phrase:

Whether there is a system in place whereby an officer or employee consults or communicates with legal counsels etc. regarding any doubt on legal or regulatory compliance of another officer or employee, to ensure efficacious mutual control and monitoring.

Explanation:
The first thing that came to my mind for 相互牽制 was "checks and balances." I found some backup for that translation in the Glova dictionary. I don't think there's anything wrong with "mutual control and monitoring," though.

Thanks casey and Ruth!
I was a tad uncomfortable with check & balance at first but I looked into it and it now sits well with me.
