指摘is"to point out", but somehow it sounds strange to me in this context. Any suggestions?

suggests a shortened life span
Explanation:
In this context, 寿命should be life span. 短縮means shortened, not short. I think in this sentence, 指摘 is revealing findings and therefore think 'suggest' is an equivalent term in this instance.

short life-time is pointed out

Explanation:
Based on Google searches, short life-time may focus on (1) the chip life time or (2) the non-volatile memory life time. In the latter situation, the memory may be stored too shortly than being expectedeneral: not the chip life time. In the former situation, durability of this new chip is too poor.

agree  conejo: I would say something like ..."suggests that [product] has a shorter life". "Life span" is more for humans or other biological beings. "Life" would be more used for inanimate objects

proposed a shorter lifetime

Explanation:
Some people use (erroneously, I think) 指摘 to mean to propose, especially in academic and technical areas. It is more like "said" or "mentioned."
