Thank you to everyone for their input, especially Joyce and Shannon! It was interesting to hear that most other countries use "exemption", but that this means something different with US immigration. I'm going to add your translation with the Japanese term (minus the 処置) into the open glossary.

Yes Shannon, but Sandra’s question says this is about visa application and at least from this short 日本語 context, it seemed logical that this is about ビザ申請. “Waiver” is fine, and just as Sandra says if this is about US procedures then even though many countries seem to be more familiar with the word (visa) “exemption,” it should be at that. Discussion にサンドラさんが書かれていますけど、アメリカの法的処置に関する情報を万が一、日本語から英訳しているのだとしたら確かに謎ですよね。

Asker: Thanks for your input. To me, exemption sounds more natural, but as it does apply to the U.S., I'll stick with "waiver".

JapanLegal: Yes, it's about ビザ申請, but what does that prove? In the U.S. immigration context, "waiver" is used. (I've worked in an immigration law office.) In law, terms used in other countries are irrelevant. "Exemption" means something different in U.S. imm. law.

Mika Jarmusz: It's （法的免責処置）【への】の申請を要求され, so literally "procedure" fits, but its tautalogous in English and thus "procedure" unnecessary, I think.
