From Bill Lise's patent glossary: "The name of a field provided by the JPO in the bibliographic information section of laid-open patent applications at the time the JPO started applying IPC codes to domestic patent applications. It was intended to be used to indicate the basis for applying the particular IPC code(s), but seems that it was never used. It is currently not part of laid-open patent application publications."
