For depositing with customers 配置薬のことなら、家庭の他に、企業に配置することもあるので、for depositing with customers で良いのではないでしょうか。For deposit だけなら、配置薬の仕組みを知らないと意味が通じなそうです。

ところでkobach さん、Aを伴うB は "B accompanied by A" なので "shoulder stiffness is accompanied by hot flush" の方が良いのでは?

I would translate " for use when rush of blood to the head along with stiff shoulder" , though it may slightly very based on original complete Japanese sentence.

I'm not sure if this type of household medicine lease system is available outside of Japan or it is still available in Japan. I'm old enough to remember that each year a sales person came back to restock the 'medicine box' which was left with us (配置箱) with the first-aid kit and other household medicines. We only paid what we used, or a restocking fee. Oh, this isn't prescription drug. Good luck!
