In the below sentence, I am unable to understand the last part "中央制御室の制御装置と現場の機器間及び中央制御室の制御装置間で伝送するものである。"

光多重伝送は、建屋の各フロアに伝送装置を配置し、現場に点在するプラント状態信号や操作指令信号を光ファイバケーブルを用いた光多重伝送により、中央制御室の制御装置と現場の機器間及び中央制御室の制御装置間で伝送するものである。

why have they used 間 twice?

Doesn't it mean "the plant status signal and operation command signal scattered on the site are transmitted between the central room controller and devices of the site".
