There is this other meaning also, which is more common, I think.
Coming to your question, staff means an employee who does not have a managerial position or title.
Executives can also be employees. Directors may not be treated as employees. (In the case of a bank, I think all full-time directors are employees because they get a salary from the bank, except the board members who are not expected to work full time in the bank.)
Your choice depends on the context.
