I know that this term means 'Designated for assignment' in a baseball context but my question is with regard to football/soccer transfers.

It is part of a subtitle 'オファーと戦力外通告'.

I'm wondering how to translate this subtitle. 'Offers and ____'

because the verb 'release' is used to fire a team member, though it does not include the meaning of telling someone (通告).
Also, 'release' is used so often that I don't think there is preference for Football, baseball or basket ball etc.
