車扱い(Carload Service)、コンテナ扱い(Container Service)

鉄道貨物の輸送形態(列車形態)のことです。車扱いは、貨車を1車単位で貸し切って輸送する形態。石油・化学薬品・セメント・石炭など貨物に合わせた専用の貨車を使用して輸送するので、専貨列車(専用貨車列車)と呼ばれています。コンテナ扱いは、貨物をコンテナに入れて運び、貨物駅まで、あるいは貨物駅から先は積み替えることなく鉄道利用運送事業者(通運事業者)がトラックで集配送し、いわば通運と鉄道事業者が共同でドア・ツー・ドア一貫輸送を行います。以前は車扱いが鉄道輸送の大半を占めていましたが、トラックへの積み替えに手間がかかることや、輸送方法の変革により工業製品がコンテナ化されたことなどにより現在ではコンテナ扱いが主流となっています。

い。アメリカでは freightcar またはcarである。その後にloadがつくと

I couldn't find anything indicating that 車扱輸送 refers to using special cars instead of containers (after all, containers for different types of load are special cars, in a sense); so far it looks like 車扱輸送 simply implies railroad transportation of freight. Is there more context available?

I think in "車扱輸送の中でも、とりわけ 石油輸送は..." でも can mean "even" and be used for emphasizing - like "Even with railroad shipments, especially when it comes to transportation of oil..." meaning something like "although it's railroad shipment/transportation <which already implies something that is known from broader context>, especially when it comes to transportation of oil, <we use extra caution/special containers/we charge more etc.>"
Considering the context you've provided and the definitions and explanations of what 車扱輸送 means that can be found online, I really do not think that it refers to some special form of containers for transportation. It seems like it's about the means of transportation.
