I have seen 荷送人 being translated as "shipper," but I am not clear on who exactly the shipper is.

Hypothetical situation:
Company A asks Freight Company B to transport some goods by sea.
Who is the 荷送人? Is it Company A (who requested that the goods be shipped), or Freight Company B (who is actually performing the transportation)?

Couldn't the word "shipper" be used for either of these parties? Is this word too ambiguous?

Explanation:
Company A is definitely the "荷送人". Refer to the contract agreements below. In ANA Cargo's page, "荷送人" is contrasted with "会社". In JAL's page, "荷送人" is defined as "運送人と貨物運送契約を締結する当時者として航空運送状にその名を記入されている者", and it cannot be Company B.

So, "shipper" is still okay, but if you feel ambiguity, you may use "consigner".

Company B could be called like "transporter".

agree  Kurt Hammond: I just sent some good overseas to myself from my father's place. My father was the consignor and I was the consignee. However,on the bill of lading the Japanese shipping agent was listed as he consignee, who later forwarded the goods to me.

agree  HiromiOkada: I agree with you. I had worked at exporting company. I used "consignor" who send goods, and "consignee" who receive goods. I think "shipper" is who can actually transport goods, like airplain or shipping company.
