Propaedeuticus, as rendered above, certainly seems to suit the context, although I cannot find an instance of it used of an academic administrator. My suspicion is that it is here a synonym for Promotor, which title Wikipaedia defines thusç

Promotor (Dutch, Belgian, or German academia), a full professor of a Dutch, Flanders, or German university who formally promotes a PhD candidate to doctor, and is (formally) the principal supervisor during the doctoral research.
