sponsor Explanation: Actually I misspoke. the US uses sponsor. And while the EU Council is described by Wikipedia as having legislative initiative, initiator is not used much. And while wikipedia speaks of bills, I am seeing more projects with sponsor. Presenter did not seem to have a suitable meaning, often being a TV presenter. Drafter is also used but that is the writer, not the one introducing it. |

The others who "seconded" the bill but did not draft it, they would be called co-sponsors (often written as cosponsors). |
