disagree  The LT>EN Guy: Jeigu lyginsim national gov't su local gov't (kas, Lietuvos atveju, yra savivaldybės), tai taip, seniūnija priklauso savivaldybei. Tačiau, čia norima išsiaiškinti, kaip valdinti būtent šį konkretų savivaldos (local government) lygmenį. Seniūnas = Elder.

Well, as usual the context is missing. But if you wish to call the city clerk in Dallas, you look for his number at the Dallas city government or (government) offices.
This should work for both rural and urban elderships, a term I use because the reader can easily link back through such sites as Wikipedia to the original Lithuanian websites.
