Explanation:
Or simply "deflection class".
It seems to be a Statens Vegvesen specific term for classifying allowable deflection in railings/parapets/barriers in the event of a vehicle collision.
I can't find a direct equivalent classification in any English standards, so suggest the above as a possibility.
