Full title: "Forskrift om innkjøpsregler i forsyningssektorene (vann og energiforsyning, transport og posttjenester) av 07. april 2006 (forsyningsforskriften)"

I haven't managed to find an official translation of these regulations - has anyone else? Otherwise I'll just have to invent my own.

Explanation:
I believe this is short and to the point. I used a combination of Ansteinsson and Reiersens Norwegian-English Technical Dictionary and experience from living in the US for a few years.

Explanation:
I had to translate this last month. After searching the net for a while I finally settled for the translation above.

I would just like to add: Don't you think that translating a name with capitals suggests that the translation is official? As a proof reader, if I read a Title in capitals, I assume it is An Official Translation. If it is written small, I check it if necessary.

Notes to answerer
Asker: Hmm.. For me, if its a title of a specific act or regulation it has to be written with caps, regardless of whether an officially translation exists or not. Otherwise it would look very odd, wouldn't it?
