Thanks, Egil. Actually I found that a lot of companies providing legal/auditing services described what "billable hours" was, i.e. actual time spent. So I assume it means the same, just a more simplified way of expressing it.

agree  Charles Ek: The context appears to be marketing, given the reference to hourly rates? "Billable hours" is more typically used internally in professional firms for management of accountants, lawyers, etc., not in in marketing materials or bills sent to clients.
