I agree with Leif that the sentence makes more sence if the author had used the word "arbeidsgiverdelen". On the other hand, this may have to do with the type of text this sentence is part of.
The sentence did not seem odd to me.

No, it is definitely not obvious. For more clarity, the author could have said something like 'ikke medlem av organisasjonens arbeidsgiverdel'.

What I find a bit confusing (and perhaps I am reading it wrong) is that on the one hand we are being told that all the municipal councils are members, but that Oslo is not a member. It is immediately contradictory unless there is a salient difference between "-organisasjon" and "-virksomheten" in this context. Of course, I live in Sweden so there may be a nuance lost on me. Perhaps those of you in Norway find this to be obvious.

suggestion. The definite article i "arbeidsgivervirksomheten" signals that it refers to KS, which is an association (Norwegian Association of Local and Regional Authorities).
