Norwegian term or phrase: i utgangspunktet
"Oslo politidistrikt dekket i utgangspunktet ikke utgifter til tolk".

This is an immigrant's invitation to an interview with the police in relation to the temporary residence permit. They ask her to bring along a translator if she does not speak Norwegian. I am a bit confused also about the past tense "dekket", why not "dekker"?

My attempt: "Oslo police district does/did not cover translation expenses initially/beforehand" ??? It souds very akward, do they cover them later or what is the meaning of "i utgangspunktet"?

Mange ganger vil dette uttrykket kunne oversettes med 'basically', men i dette tilfellet trro jeg 'generally' vil være bedre. Det som menes er nok at man ikke dekker disse utgiftene dersom det ikke foreligger særlige omstendigheter.

Og det skulle nok absolutt være 'dekker' heller enn 'dekket', ja.
