On page 12 it says:

"Act of 1 July 1927 no. 3 on gambling through tote or pari-mutuel games" (or on page 73 "Lov 7. januar 1927 nr.3 om veddemål ved totalisator med tilhørende spilleregler for Norsk Rikstoto").

Further down this act is referred to as the Tote Act. Check it out for yourself.

disagree  Thomas Deschington: The Norwegian Act is exclusively concerned with horse racing. There is another act which deals with lotteries.
